Today, millions of students, boys and girls, go to school in this war-torn and ravaged country, with the hope of creating a brighter future for Afghanistan.
In recent years, the Ministry of Education has produced many tangible achievements. Some of the main achievements included the attendance of seven million boys and girls to school, construction and renovation of more than 50,000 schools all over Afghanistan, recruitment and training of thousands of teachers including hundreds of females, implementation of new Pay and Grading system for 12,673 employees and operational staff and 118,336 teachers at national and sub-national levels, development of employees’ performance appraisal guideline, development of a comprehensive database for registration of the Ministry’s personnel data, and development of recruitment procedure for school principals and operational staff at national and sub-national levels.
These achievements have been accomplished through the dedicated efforts of an industry expert recruited through the Management Capacity Program (MCP). After a track record of success in other government Ministries and Agencies, Mr. Ahmad Najib Baizayee was recruited by the MCP to serve with the Ministry of Education as Director of Human Resources Development. He has played a prominent role in bringing tangible changes in Afghanistan’s education sector.
The Management Capacity Program is a priority program administered through the General Directorate for Program Design and Management (GDPDM) at the Independent Administrative Reform and Civil Service Commission (IARCSC) designed to improve performance in key departments of Ministries. This program has successfully attracted a highly qualified cadre of Afghans from national and international markets to the key managerial positions within several governmental institutions.Implementing the new Pay and Grading system for 137,000 employees, including academic staff, of the Ministry of Education has not been an easy task. However, Mr. Baizayee tirelessly led his team to a successful conclusion of this task. The new Pay and Grading system is a key initiative for standardization of the overall management system of Afghanistan. This system incentivizes personnel, including academic staff, at the Ministry of Education through monetary and non-monetary approaches and has resulted in positive changes in performance and behavior.
Another significant achievement for Mr. Baizayee at the Ministry has been implementation of performance appraisal systems of staff and teachers. Through performance appraisals, each personnel’s strengths, weaknesses, opportunities, threats/challenges and methods for development have been highlighted. After a thorough analysis of the strengths and weaknesses and addressing the challenges, practical steps have been taken towards positive personnel development, resulting in improved service delivery to the public. Under Mr. Baizayee’s leadership, the Human Resources Development Directorate at the Ministry has conducted capacity building/development workshops/seminars for the central directorates, deputy technical directorates, teacher trainings, Islamic education, and vocational training systems. The workshops/seminars dealt with such important topics as Modern Management and Administration, Administrative Reform, New Pay and Grading system, Civil Servants Law and Retrenchment procedures. Moreover, in coordination with the Afghanistan Civil Service Institute (ACSI) at the IARCSC and the support of a Reform Implementation Management Unit (RIMU) at the Ministry of Education, the new Capacity Development Directorate has been established. Through this Directorate, trainings are provided to staff by highly qualified trainers of the ACSI.
The Directorate provides trainings at the center and in the provinces. So far, various workshops and seminars have been provided to civil servants in Herat, Nimros, Farah, Sare Pole, Jouzjan, Balkh, Baghlan, Kunduz, Takhar and Badakhshan, including a workshop on new HR systems. Additional trainings are planned for other provinces in the near future. When asked about his thoughts on working with the Ministry of Education, Mr. Baizayee said that he felt the civil servants at the Ministry are talented and competent people; however, war and unstable conditions in the country displaced and dispersed the Afghan people. He says the Afghan people are themselves the country’s most treasured and hidden asset, which is waiting to be recognized.
According to him, recruitment of competent people in key government positions, in particular at the Ministry of Education which is a critical institution, is a very important and useful initiative. Developing a comprehensive database for registration of personnel data of the Ministry of Education, including evaluation of personnel records, segregation and recording of terminated staff in proper files, preparation of personnel data for retrenchment and its archiving in the Archive Unit have been tremendous work which has been carried out with high spirit and long lasting efforts.
So far, 29,600 of the ministry’s staff have been registered. Also, recently an initiative has been taken in order to screen the personnel files which have not been screened for the past forty years. Regardless of several constraints and problems, the HR Development Directorate has visibly progressed, highlighting Mr. Baizayee’s success as an MCP appointee in the Ministry of Education.
Mr. Baizayee sees the role of donors and international community vital in supporting the country in reconstruction endeavors, particularly in the education sector. He pointed out that this mainly relates to the Afghan experts and the proper management of them in order to attract the donors and operate the funds in the most appropriate manner in the reconstruction and development of the country.
The USAID has recently established some educational/training centers across the country, which provides English language classes, library facilities, programming venues, internet connectivity, educational and other counseling services. In addition, these centers provide free consultations for students which have increased the capacity and awareness level of the students. The USAID has also provided 38 computers with internet connectivity, 33 scanners, and 43 printers to the staff of the HR Development Directorate at the Ministry of Education. This has facilitated the registration of personnel data in the database and also helped improve the efficiency of the HR Development Directorate’s day to day work.
Prior to his term as an MCP Appointee, Mr. Baizayee has worked with different government institutions in critical positions, such as the First Commissioner for Appointments Board of IARCSC, The first Director of Appointments Board, Advisor for the Ministry of Education, Head of Control and Audit Department at the President’s Office, First and Second Deputy at the Office of Administrative Affairs, and some other important positions.
Even though, the Human Resources Development Directorate has made substantial development and gained tangible achievements, Mr. Baizayee recognizes there is still much room for further development and progress.
