Background:
Building robust government institutions for effective governance and a professional and responsive civil service with the overall aim of improving service delivery to Afghan people is one of the top priorities of the Government of Islamic Republic of Afghanistan (GIRA). In the Afghanistan National Development Strategy (ANDS), Capacity Development (CD) has been identified as a cross cutting issue and the improvement of public sector capacity in particular as the key challenge to development in Afghanistan. It has been recognized that unless adequate capacities are built, technical and financial support will remain underutilized to the detriment of the development process.

The National Institution Building Project (NIBP) builds upon the proven and successful experience of the two IARCSC / UNDP projects, namely, Capacity for Afghan Public Services Project (CAP) and Civil Service Leadership Development (CSLD) Project. The NIBP brings the experiences of CAP and CSLD projects under a single project framework to provide a coordinated, up-scaled and comprehensive package of Capacity Development (CD) support required by the government at the national and sub-national levels. The NIBP will focus on: (a) Building the organizational capacity of leading Government ministries or agencies at the national level and local authorities at the sub-national level; and (b) Strengthening the capacity of the Afghanistan Civil Service Institute (ACSI) and its centers at the national and sub-national level as well as the newly established General Directorate of Projects Design and Management (GDPDM) of the Independent Administrative Reform and Civil Service Commission (IARCSC) to efficiently manage the programs and projects of IARCSC.

The National Institution Building Project (NIBP), to be implemented over a period of four years (2010-2013), will follow an integrated approach to CD. The primary objectives of the project would be to enhance capacity within the ministries at all three levels, namely institutional, organizational and individual which would ultimately result into improved service delivery through an efficient, organized and trained civil service. The visible impact would be better budget utilization, rationalized organization structures and well trained civil servants.

The Project aims to recruit International Capacity Development Advisors from within the region and also identify and train a local pool of Capacity Development Coaches/Trainers. The General Directorate of Programs’ Design and Implementation (GDPDM) of the IARCSC is the Implementing Agency for the Project. The GDPDM is responsible and accountable for managing the project, including the monitoring and evaluation of project interventions, achieving project outputs, and for effective use of Project resources. The NIBP will be implemented together with the Management Capacity Program (MCP) under the GDPDM.




Overall purpose:

Under the overall supervision of the NIBP Project Manager, and close cooperation with the other GDPDM staff, the National Coach/Trainer will be responsible for facilitating the performance, learning and development of GIRA’s civil servants in which in turn will contribute to building the capacity of the Ministry and GIRA’s civil service. Coaching of civil servants in common functions of policy formulation, project management, financial management, procurement and human resource management will be a priority. The National Coach/Trainer will also be responsible for the training and development of future Coaches/Trainers.
   
Duties & Responsibilities:
• Undergo training and continually improve coaching and training skills.
• Develop training resources for the delivery of training for Coaches/Trainers.
• Conduct training and development programs for new Coaches/Trainers.
• Supervise practical placements of trainee national Coaches/Trainers.
• Conduct ongoing skills development for future National Coaches/Trainers.
Data collection:
• Assist the Ministry to identify functions for capacity building and collecting data to establish the core areas for development around which the Coach/Trainer and Counterpart develop goals, action plans, and strategies.
Planning:
• Work with the Counterpart to determine strategies to achieve goals and meet Ministry requirements. Action plan and document the steps or actions Counterparts will take to achieve their goals.
Behavioral change:
• Assist and support Counterparts to improve behaviors and work performance.
Measurement:
• Monitor and measure progress of Counterparts.
• Implement M&E processes.
Maintenance:
• Ensure Counterparts are able to transfer capacity gains to new situations and manage difficult situations without the assistance of the Coach/Trainer.

Qualifications required:
Minimum Requirement:
1. At least a high School graduate, a university degree is preferred.
2. At least three years of progressively responsible work experience in public sector management.
3. Knowledge and experience in facilitating the learning and development of adults in a public sector environment would be an advantage.
4. Excellent knowledge of Dari, Pashto and English (competence will be tested prior to short-listing for interview).
5. Excellent computer skills i.e. word, excel, access and able to create data base
