| Background: |
The Independent Administrative Reform and Civil Service Commission, (IARCSC) was established on 2 Jawza 1381 by Presidential Decree # 257, following the Bonn Agreement of 2001. The Decree mandated the IARCSC to implement a comprehensive administrative reform program, designed to achieve a number of objectives towards the attainment of the Government of the Islamic Republic of Afghanistan’s overall vision of Public Administration Reform.
The Commission’s vision is to create a sound and accountable public administration capable of providing public services to the people of Afghanistan. It is also responsible for modernization and improvement of the administrative structures and processes through a series of administrative reform measures, aimed at establishing a modern public service in the country.
Besides its objectives of establishing a sound administration through reform implementation, the Commission aims at establishing a viable and sustainable civil service system, in which appointments are based on merit and competency. The civil service is expected to be impartial, without political interference, and appropriately skilled for its task.

| Duties & Responsibilities: |
A commissioner of the Civil Service has the following duties and responsibilities:
1. Establish a transparent and merit-based appointment process and system for civil servants.
2. Approve job criteria and advertisements for the senior civil service positions of the Government.
3. Promote the interview and short-listing mechanisms using modern techniques and standards for selection of civil servants.
4. Ensure a transparent appointment process in the ministries/agencies for grad 3 and below and establish a proper monitoring system for effective implementation.
5. Select suitable candidates for appointment to the civil service positions in Grade 1 and 2, following merit-based recruitment process and recommend their appointment to the President through Chairman.
6. Establish an effective and simplified system of civil servant’s transfer and promotion.
7. Monitor establishment of an effective document’s management system within the Appointments Board and other relevant governmental agencies, through which documents related to recruitment are maintained in a proper manner, considering principles of confidentiality and privacy.
8. Establish an effective standard system of reporting violations in accordance with the Civil Service Law and the relevant legal provisions.
9. Provide active oversight for appointments at the sub-national level.
10. Establish up-to- date interview/test systems for candidates from overseas using modern technology.
11. Establish a very active partnership with academic institutions for enriching the appointment processes.
12. Build capacity of second level appointment board staff for effective merit based recruitments.
13. Consider and decide appeals of candidates/employees against refusal by a Ministry/Agency to accept their application for recruitment without justifiable reasons, discriminatory and unfair treatment by Recruitment Committees and Human Resource Departments of the Ministries or Agencies or any other matters falling under legal jurisdiction of the Appeals Board of the Commission.
14. Establish proper follow – up system in order to ensure implementation of the decisions of the Civil Service Appeals Board by the Ministries/Agencies.
15. Proactively suggest, ways and means to strengthen the civil service appeals mechanism including the progressive use of Information Technology.

| Qualifications required: |
1. The incumbent must be and Afghan national.
2. He/she must be minimum 30 years of age.
3. He/she must possess a Higher Education Degree, Masters Degree and above preferably in public administration, political science, law, management or business administration.
4. He/she should have at least 10 years of experience at senior leadership/management positions in public sector, at national and sub-national governance levels.
5. He/she should possess familiarity with international best practices in public administration and civil service management.
6. He/she should have no affiliation to any political party.
7. He/she should have experience of holding senior positions in policy and strategic levels in governmental and non-governmental organizations.
8. He/she should be capable of coaching, training and mentoring his/her subordinates.
9. Good commend on any of the International languages and excellent knowledge of Dari and Pashto.
Competencies:
1. He/She should enjoy good-will among people and not charged by any pervious crimes or human right’s violations.
2. He/She should be Committed and accountable.
3. He/She should display no discrimination or favoritism to any one based on gender, linguistic, regional and tribal or other social considerations.
4. He/She should treat all people in fair and just manner.
5. He/She should possess excellent communication and analytical skills as well as ability to improve his/her capacity.
Prohibitions:
1. A serving Commissioner can not undertake any other official/private employment during his/her
tenure.
2. Salary and other benefits for the appointed Commissioners are payable on the basis of authentic, pervious pay slips and other relevant documents. The payment is done in line with MCP salary scale which is allocated from code 95 of public administrative reform.
